A non-partisan forum of state health policymakers has written model legislation for states lawmakers who want to increase oversight of pharmaceutical benefit managers. The template bill, which culls provisions from several dozen state bills, includes state licensing, fiduciary responsibility, rebate transparency and limits on patient out-of-pocket costs.
