A Feb. 22 legal memo from Miller & Chevalier Attorney Anthony Shelley to HHS Secretary Alex Azar, written on behalf of Blue Cross of Idaho and obtained by Politico , makes the case for the legality of the state-based health plans amid wide-ranging criticism.
