The Trump administration's controversial proposed rule promoting association health plans (AHPs) is under review by the White House and is expected to be released this summer . If finalized, the rule would loosen the definition of an employer under ERISA to encourage creation of AHPs that could cover workers from various industries and include sole proprietors and their dependents.
