A coalition of hospital groups is suing HHS to block changes to a Medicaid upper payment limit (UPL) for safety net hospitals. The groups filed suit today (March 7) to halt implementation of a CMS rule to reduce the UPL for non-state government owned or operated hospitals from 150 to 100 percent. The rule change is scheduled to go into effect March 19.
