CBO: Halting CSRs Could Slightly Hike Enrollment, But At $194B, 10-Year Cost To Govt

If insurers know with certainty by Aug. 31 that the Trump administration will cut off cost-sharing reduction payments in 2018, the insured rate would take a hit at first but then stabilize and even increase starting in 2020 as most people would pay the same or less in premiums.
