Brookings Authors: ACA Repeal Without Medicare Revamp 'Near Impossible'

Although Republicans are split over whether to meddle with Medicare next year when they repeal the Affordable Care Act, Brookings Institution scholars say repealing the ACA is so expensive that Republicans would have no choice but to make major Medicare reforms to offset a repeal.
