HHS Rejects GAO Finding It Ignored Law By Prioritizing Insurers Over Treasury For Reinsurance Funds

The Obama administration is flatly rejecting findings by Congress' investigative arm that HHS overstepped its authority by sending the bulk of the ACA's reinsurance fund to exchange issuers instead of compensating the U.S. Treasury.
