CMS' estimated $543 billion in improper Medicaid payments doesn't take in account eligibility check errors, which would, once counted, increase improper payments to nearly $1.1 trillion, according to a recent report by the Paragon Health Institute and Economic Policy Innovation Center, which urges Congress to cut funding to states found with greater than 3% erroneous payments based on eligibility errors.
