The Congressional Budget Office told Inside Telehealth Thursday (Oct. 6) it has not yet reached a conclusion on whether telehealth is additive or substitutive, after it sparked concerns among lobbyists by suggesting in a recent report that widespread adoption of telehealth could lead to an increase in health care services that might cancel out some of the cost savings that competition from virtual care could bring to the health care system.
