ACAP Seeks Surcharge On Older Adults Enrolling In Exchange Plans

The lobby representing safety-net health plans is asking policymakers to consider a surcharge for adults over 65 years-old who are enrolled in coverage through an exchange plan and to also let plans offer rebates to younger adults who sign up for and appropriately use their coverage.
