Maine Submits 1332 Waiver To Reestablish Invisible High-Risk Pool

Maine sent CMS a waiver request that would allow the state to reinstate its “invisible” high-risk pool that covers patients with certain high-cost conditions for five years starting in 2019. The state says that reinstating the Maine Guaranteed Access Reinsurance Association (MGARA), which shuttered after the launch of the ACA insurance markets, would lower premiums by about 9 percent in the next plan year.
