Avalere found that if the federal government were to allow states to expand Medicaid to adults with incomes up to 100 percent of the federal poverty level rather than 138 percent, 4 million people could shift from Medicaid to the exchanges and nearly 7 million others could be newly eligible for Medicaid coverage if more states expanded their programs.
