HHS failed to show that it consulted with the U.S. Trade Representative or the Commissioner of Customs and Border Protection before publishing a rule to allow Canadian drug imports, the Pharmaceutical Research and Manufacturers of America says in its most recent filing in its lawsuit against the drug import rule .
