Virginia could be the next state to expand Medicaid following Democratic victories in that state's off-year elections. The state's GOP-led state legislature repeatedly blocked outgoing Democratic Governor Terry McAuliffe from expanding Medicaid, but Democrats on Tuesday (Nov. 7) won back the House of Delegates, and they retained the executive.
