CBO Adds Silver Loading To Baseline

The Congressional Budget Office's 2018-2028 Budget and Economic Outlook, released Monday (April 9), adjusted the baseline for ACA spending to incorporate silver-loading, a practice taken up by many insurers following the Trump administration's move to end federal cost-sharing reduction (CSRs) payments to insurers last year.
