The Senate health bill's proposal to create enhanced association health plans or "small business health plans" (SBHPs) could undermine the traditional small group market and potentially lead to higher individual market rates, according to Kaiser Family Foundation's Karen Pollitz and Gary Claxton, but others say the policy does not go far enough and want self-insured entities to be added to the provision.
