The individual market's volatile 2018 outlook that's due to uncertainty around cost-sharing reduction payments and enforcement of the individual mandate may be heightened by the “flatlining” of exchange enrollment, and financial analysts say the Trump administration and Congress will need to make sure their policies help sustain, not deplete, insurers' enrollment.
