Omnibus Ends MOE April 1, Phases Out FMAP, Adds Guardrails

The Senate omnibus language released early Tuesday ends states’ maintenance of effort requirement in place since the March 18 passage of the first coronavirus support package as of April 1, and phases out, instead of abruptly ending, the 6.2% boost in federal matching dollars for states that comply with certain guardrails. The bill also requires states to give kids under 19 12 months of continuous coverage in Medicaid and CHIP, and permanently adopts the state option to provide one year...
