North Dakota Considers State-Based Plan Similar To Idaho, Reinsurance Program

The North Dakota Insurance Department is developing a legislative proposal that would create state-based insurance plans, similar to Idaho's, that would allow issuers to offer products not fully compliant with the Affordable Care Act.
