North Dakota Considers State-Based Plan Similar To Idaho, Reinsurance Program

The North Dakota Insurance Department is developing a legislative proposal that would create state-based insurance plans, similar to Idaho's, that would allow issuers to offer products not fully compliant with the Affordable Care Act. North Dakota officials also said they want to establish an invisible reinsurance program for the 2020 plan year.
