Health care and managed care experts say many of the changes proposed in Wisconsin's draft Medicaid 1115 waiver, including work requirements, limits on enrollment and drug screenings, would be administratively complicated to implement and serve little purpose other than to discourage people from enrolling. Wisconsin posted the draft proposal April 24 for a 30-day public comment period, after which the proposal will be sent to CMS for review.
