HHS Assistant Secretary Brett Giroir on Wednesday (Aug. 19) attributed recent a decline in COVID-19 testing to a backlog at labs, the end of a surge in testing at nursing homes as well as the closure of testing sites on the East Coast due to Hurricane Isaias at the end of July and the beginning of August.
