Dem AGs: CMS’ Marketplace Rule Violates ACA Intent, Runs Afoul of APA

Twenty-two Democratic attorneys general allege in a 53-page comment letter to CMS that numerous provisions in the draft exchange rule out last month illegally undermine the Affordable Care Act’s core goal of making health care coverage more accessible and affordable, shift costs to states and intrude on local decision-making authority -- and should be withdrawn.
