As HHS Secretary Robert F. Kennedy Jr. pledges to make changes to the Vaccine Injury Compensation Program (VICP) but has yet to offer specifics, experts say potential shifts could include hiring more Special Masters, negotiating settlements with a higher proportion of claimants, or increasing the tax pharmaceutical companies pay to fund the program, though some of those would need to be authorized by Congress.
