CBO: Exchange Market Will Shrink, But Remain Stable Through 2029

The health insurance exchange population is expected to fall from 14 million in 2019 to 11 million in 2029, but the marketplace will remain stable largely due to subsidies that shield many enrollees from premium increases, the Congressional Budget Office concludes in a May 2 report on the federal health expenditures for the under 65 population.
