Final Exchange Rule Increases Risk Adjustment User Fee For 2021

CMS says it increased the risk adjustment user fee in the final exchange rule out last week because data not available when the rule was proposed now suggest the risk adjustment program will cost $60 million to administer for the 2021 plan year rather than the estimated $50 million. The final rule sets the risk adjustment user fee at $0.25 per person per month, up from the proposed $0.19 in the draft rule. CMS says that it periodically reexamines expenditures...
