Dear Administrator Scully:
We are writing to express our concerns regarding the implementation of the self-administered drug provisions in the Benefits Improvement and Protection Act of 2000 (BIPA).
HHS has approved a controversial Utah demonstration waiver allowing the state to expand Medicaid coverage to adults aged 19 and over with incomes under 150 percent of the Federal Poverty Level. Consumer groups are concerned the Utah waiver and similar proposals will result in coverage cutbacks and increased cost-sharing for existing Medicaid beneficiaries.
