Bipartisan Group Floats Compromise Stabilization Plan, Urges Action By Sept. 30

A group of top health policy experts is proposing compromise measures that it says Congress should take up before Sept. 30 to stabilize health insurance markets. The measures include funding the Children’s Health Insurance Program for two years, instituting a limited policy-and-funding package for the individual market and implementing a common-sense approach to build up insurance risk pools.
