Release of the working draft of the Senate’s American Health Care Act is imminent, and yet Republican senators say discussion around certain key controversial Medicaid measures is ongoing. Proposals reported by congressional staff and confirmed by senators include a likely slower phase-out of Medicaid expansion funding, a reduction of the per-capita caps growth factor starting in 2026 and a mandatory reduction of Medicaid provider taxes.
