Maryland’s controversial first-in-the-nation generic drug price gouging bill will be enacted even though Governor Larry Hogan will not sign the bill because he believes it might be unconstitutional, Hogan revealed in a Friday (May 26) letter to Maryland Speaker of the House Michael Busch.
