GOP's Draft ACA-Repeal Bill Cuts, Then Repeals Medicaid Expansion, Caps Funds By 2019

Draft GOP budget reconciliation legislation dated Feb. 10 would immediately reduce by 15 percent federal funding to states that expanded Medicaid and would limit federal spending on traditional Medicaid by setting up per-person allotments by 2019. The draft bill also calls for indexing the growth of funding caps to medical inflation, instead of general inflation, and would punish states that overstate enrollment.
