A CMS rule directing states to begin tiering Medicaid beneficiary's coverage prioritizes state budgets over Congress’ intent to keep people enrolled during the pandemic, providers, plans and patient advocates say in comments sent to the agency. Congress required states to maintain their Medicaid rolls in order to receive a 6.2% bump in federal Medicaid matching funds during the public health emergency.
