Missouri will vote in August on whether to expand Medicaid -- the second such referendum in a midwestern red state scheduled for this summer. The Missouri secretary of state certified the expansion ballot measure on May 22 after organizers submitted twice as many signatures as needed to qualify for the ballot . On Tuesday (May 26), Gov.
