Rep. Raul Ruiz (D-CA) introduced competing legislation to end surprise medical bills through baseball-style arbitration just hours after the Senate health committee approved a bill to end the practice via a benchmark payment rate. The bill also directly stands in contrast to the House Energy & Commerce Committee's draft policy to end surprise medical bills, which sets a benchmark payment rate, as well.
