Maryland state lawmakers have proposed legislation that would effectively replace the Affordable Care Act’s individual mandate by creating a down payment plan. The proposal would require that beginning in 2020 uninsured Marylanders pay a penalty for not having insurance and that money could be used as a down payment for a health insurance plan.
