ACA Repeal Debate Caused Confusion In States' Budget Processes

Congressional efforts to repeal and replace, and now to stabilize, the Affordable Care Act led to significant confusion about the future of the Medicaid program while states were developing their 2018 budgets, according to a Kaiser Family Foundation survey of state Medicaid directors from all 50 states and D.C. that was released on Thursday (Oct. 19).
