Daniel Tsai, the Biden administration’s choice to run Medicaid , led Massachusetts’ failed effort to set up a closed drug formulary, and next year the state will get another shot at excluding drugs from its Medicaid formulary without giving up automatic rebates when Massachusetts is expected to renew its MassHealth demonstration program.
