California Lawmaker Squares Off With Plans, Middlemen Over Sweeping PBM Bill

Health plans and pharmacy benefit managers are sparring with a California state legislator who is pushing for passage of his PBM licensure legislation before the legislature gavels out Aug. 31. California's AB 315, spearheaded by Assemblyman Jim Wood (D), would require PBMs be regulated by the Department of Managed Health Care and “exercise good faith and fair dealing.” The bill would also ban so-called gag clauses, where a pharmacist is prevented from telling consumers when it is cheaper to pay...
