Lawmakers Eyeing Federal Reinsurance Fallback In 2019

Lawmakers are negotiating a market stabilization package that would support states looking to administer a reinsurance program, but also provide a federal fallback program for states that are unable to get a state-based program set up by 2019, according to sources close to the talks.
