Insurance Commissioners Debate Merits Of 'Silver Loading' Rate Increases

Philadelphia -- Several health insurance commissioners are asking carriers to assume the administration will not pay cost-sharing reduction payments (CSRs) when they calculate 2018 premiums, and many commissioners are directing plans to cover that loss primarily by hiking silver-level plans, while others suggest carriers spread premium hikes across the metal tiers.
