Reports from Monday morning (Nov. 6) that President Donald Trump was preparing an executive order to weaken the Affordable Care Act's individual mandate have policy analysts speculating the administration floated the idea to push congressional Republicans to completely repeal the mandate in the tax overhaul bill.
