Republican presidential candidate Gov. Scott Walker of Wisconsin on Tuesday (Aug. 18) unveiled a plan to replace the Affordable Care Act, the same day fellow GOP candidate Sen. Marco Rubio penned an editorial in Politico outlining his plan.
