CMS Offers States New Flexibility In Final 2019 ACA Regulations

The Trump administration on Monday (April 9) released a final 2019 health exchange rule, the Notice of Benefits and Payment Parameters for 2019, that moves the rate review threshold from 10 to 15 percent, eliminates meaningful difference requirements for qualified health plans and provides states with additional flexibility for selecting their essential health benefits benchmarks, among other policy shifts.
