A new bill introduced by House Rules Committee Chairman Pete Sessions (R-TX) aims to prohibit the use of mandatory language in economically significant guidance documents, following complaints from lawmakers in both chambers of Congress that the Obama administration is relying heavily on guidance documents in lieu of formal rules.
