The Trump administration is pushing Congress to ban surprise medical bills outright, instead of stipulating who pays for services provided by out-of-network doctors. The administration’s approach is new; past proposals called for shielding patients from surprise bills, but those bills have been thwarted by fighting between insurers and doctors over how to set reimbursement for out-of-network charges.
