Utah Replaces Voter-Backed Medicaid Expansion With More Limited Plan

Utah will ask CMS for permission to partially expand its Medicaid program after Gov. Gary Herbert (R) signed a bill Monday (Feb. 11) that significantly scales back the state’s voter-approved Medicaid expansion plan. The state will ask the federal government to cover 90 percent of expansion costs -- an enhanced match rate that is normally provided only to states that implement full Medicaid expansion under the ACA.
