State-Based Exchange Officials Call For Federal Reinsurance Fallback

As lawmakers work out the final details of a market stabilization package that is expected to include reinsurance funding, officials from 10 state-based exchanges are calling on Congress to establish a federal fallback option for states that are unable, or unwilling, to set up a state-based version through a 1332 waiver by 2019.
