Numerous stakeholders backed CMS’ proposal in the 2026 exchange rule to beef-up oversight of agents and brokers as the agency continues to crack down on the unauthorized plan enrollments and switches that proliferated in the first half of the year, but AHIP says CMS should go a step further and end the Special Enrollment Period, which lets people earning up to 150% of the federal poverty level enroll in or switch plans on a monthly basis -- a policy that insurers say is being manipulated by bad actors.
