S&P: Exchanges On Path To Stabilization; Need HHS To Promise CSRs, Enrollment Outreach

The individual market is not in a death spiral, but needs two years to stabilize, according to S&P Global. S&P thinks some issuers will break-even in 2017 and hit their single-digit margin goals in 2018, but the market analyst cautions that a market overhaul or increased uncertainty would alter those predictions.
