HHS’ proposed Notice of Benefit and Payment Parameters for 2019 would ramp up income verifications of people who fall into the so-called Medicaid gap in states that didn't expand the program. This stepped-up oversight would make sure residents of those states who fall under 100 percent of the federal poverty level don’t overstate their income so they can get subsidies to pay for insurance.
