A Friday (Sept. 1) ruling from the Senate parliamentarian placed a major hurdle in front of congressional Republicans and White House officials who hope to revive their effort to repeal and replace the Affordable Care Act. The parliamentarian ruled the reconciliation instructions, which allow the Senate to move legislation with a simple majority, will expire Sept. 30, leaving a Congress already faced with a tight legislative schedule little time to work on such a major overhaul.
